<format>: character framing format

<parity> parameter is ignored.
2 8 data 1 parity 1 stop
if no <parity> provided, 3 is used by default as <parity> value

The <format> and <parity> parameters are stored in EEPROM using AT&W
command. The default value can be restored using AT&F.
